JSC ”NRD“ 19 April 2012 has signed the agreement with State Food and Veterinary Service (SFVS) by which will provide information systems (as Food information system, Veterinary information management system, Register of Medicinal Products, Feed import and transit registration system, The border veterinary control information management system, Instant notifications about unsafe food and feed information system, License to engage veterinary and pharmacy activity register and so on) development and  maintenance services for three years.

The general objective of the project is to make a significant contribution to its development by focusing on globalization and knowledge society development needs and to be ensuring animal health and food safety inspections in accordance with the relevant EU requirements in this area. Also, to ensure effective SFVS information system work, stored data safety and to develop the existing and new services by improving their quality characteristics and mechanisms. Very important JSC “NRD” project objective is also to allow information system users provide and receive data electronically, thereby reducing the risk for potential investors and buyers wishing to obtain animals’ herds or individual animal. Another specific objective of the project is to ensure the efficient and uninterrupted SFVS information systems work.

JSC ”NRD” provides maintenance services include:

•  SFVS information systems which include based applications necessary for the SFVS activities and for their functionality needed systematic and standard software applications;

• applications to ensure the connection between each section and SFVS databases;

• applications that connect to other computer systems to receive and transmit data;

• data base that contains the SFVS data information systems;

• software for monitoring, surveillance and maintenance tasks.

JSC “NRD” 2009 – 2010 has been produced consulting services for the design and creation of a modern business/commercial registry for Rwanda government. The consulting services cover the development of legal framework, capacity building and training for the registry institution, development and implementation of the registration system combined with training and awareness activities related to the execution of the reform. JSC “NRD” has won SC “Eastern distribution networks” published an open tender „Network operation and control information system” (TEVIS) and together with JSC “Sonex Technologies” has successfully implemented the project.

System statistic data:
•   Oracle data base(more than 1200 tables, more than 200 images, more than 100 DB packages, more than 60  DB functions);
•   Applications server (more 300 forms, more than 300 reports).

TEVIS is developed using:
• Oracle CDM (Custom Development Method);
• Automatic computer software design tool „Oracle Designer“;
• Set of development tools „Oracle Developer Suite“;
• Forms generator „Oracle Designer Forms generator“;
• All information is stored in „Oracle Designer“ data storage (DB structure, description of modules etc);
• Oracle DBVS.

Provided services: IS specification, DB development, integration with SCALA (accounting programme), NVA (new users accountancy), Billing, UVIS (Inquiries management information system), ESIS (Power flows information system), IS users training, IS testing, IS help development, IS installation, IS supervision, data transfer, data management.

JSC „NRD“ by joint activity agreement with JSC „Atea“ have provided an information system for electricity sales (Billing) additional functionality and care services for SC “East distribution networks”.

In a created system there are these subsystems:
• contracts,
• consumption,
• accounts,
• contributions,
• debts,
• sending packets,
• tasks,
• administration.

Billing system is designed and developed by using:
-    Oracle CDM methodology;
-    Software design tool “Oracle Designer“;
-    Development tool „Oracle Developer Suite“10g;
-    Forms generator „Oracle Designer Forms generator“;
-    all related information is stored in the data storage  „Oracle Designer“ (data, base structure, modules description etc);
-    Oracle DBVS;
-    Tool for the integration „Oracle Advanced Queuing“, XML format messaging, XSD validation.

Date: system developed on April 2002 – March 2006, maintenance is going on (till November 2012)

The development, modification and operational support of Integrated Tax Information System (IMIS), which consists of following subsystems:

-    Registrations: the aim – to form the explicit and consistent data about tax payer and other economic entities, property tax objects and special registers of economic-financial activity by following the data from state registry offices, dockets, cadastres, other information systems. The subsystem is meant for the following:
•   entity registration – tax payer, VAT and excise payers are registered, data received from the state registry offices, dockets, cadastres about the legal entities and natural persons;
•   registration of property taxes of objects;
•   registration of those related to economic-financial activity peculiarities (data about the electronic registers, permissions, licenses, etc.)’
•   administering the addresses, streets, economic activity of localities and other classifiers’ data collected from the state registry offices, dockets, cadastres and etc.

-    Declarations: the aim – to administer the tax payer declarations, financial reports, other documentation reflecting the tax liabilities, additional information about some financial-economic operations implemented by tax payer, the control of the provided information is realized.

-    Arrangement of the payments: the aim – to account the deposits into the tax inspectorate’s collective accounts according to all the tax liabilities (taxes), tax payer, distribute the revenue into the budgets and funds.

-    Checks: the aim – to record the results of inspection, additionally charged duties to be transferred to the tax payer accounting card.

-    Appeals: the aim – to record, the registration of appeal results and record of decisions made by the administrative courts (only of the central tax administrator, not related to other IMIS applications).

-    Recovery: – the aim to perform the acts of recovery security and the very recovery, form the required documentation.

-    Administration of an institution: the aim – to secure the computerized (of the central tax administrator and territorial) administration of the institution (personnel – data about the staff, candidates, orders of personnel, the bulletins formed, certificates; the archive – the arranged archive of the institution, storage of the payer files, archive of the payer files).

-    IS administration: the aim – to safeguard the function, security of all other subsystems, informational integration with the outside.

The system statistics:
-    11 DB servers (more than 3500 tables, 2000 views, 400 packages, 200 functions);
-    20 application servers (more than 2000 application forms);
-    1000 users.

The system was designed and updated using ORACLE CASE Method (Computer-Aided Systems Engineering) which allows:

-    Provide qualified services:

•   Specification;
•   DB design and development;
•   Integration with Excise Information System, Document Management System (DTS), Register of Legal Entities;
•   Training;
•   Testing;
•   Help system;
•   Installation;
•   Operational support;
•   Correction of the data;
•   Data transfer;

-    Automate the IS development process (strategy, analysis, design, programming, documentation, installation and maintenance);

-    Integrate new modules into the system.

Results of a project:
•   Detailed analysis of the scope of the subsystems: registrations, declarations, arrangement of the payments, checks.
•   Design and development of all subsystems listed above, implementing for operational use.
•   Integration with Excise Information System, Document Management System, Register of Legal Entities and operational support.
•   Training program for the personnel of the tax inspectorate was performed as a separate session for each application and user group.
•   System design and development.

Information Society Development Committee under the Ministry of Transport upgrades the Web Content Accessibility Guidelines for the disabled people. These guidelines were approved by the order No. T-40 of director of Information Society Development Committee of 31 March 2004. Recommendations were prepared according to the World Wide Web (W3C) Consortium Web Content Accessibility Guidelines (WCAG)) 1.0 version.
In order to implement the EU Commission communique (KOM/2008/0804 final) the recommendations must be upgraded in accordance of WCAG 2.0 version. So JSC “NRD” task was to update these recommendations.
